First, check with your water district for any watering requirements/restrictions.  Most water districts work on an odd/even system according to your house number.  (Example: If your house number is 14, you would be required to water on even days)  The only exception is the 31st of the month.  Most timers and water districts do not consider this a day of watering, this is to ensure that you do not water two consecutive days.  Second, most water districts restrict watering during daylight hours.  Therefore, most timers are set between 12am and 8am.  This also ensures that the water pressure in your home is optimal at normal usage hours (Ex: showering, laundry, etc.).
